When a user keeps refreshing their IP to banwalk and kill a game there isn't much you can do. I symphatize with your situation but unfortunately only an administrator can override another op's ban. :|

Before this even happened he had himself removed from IRC. He kept changing his IP so we finally had to just ban his ISP * LRLd sets mode: +b *!*@*.Dial1.SanFrancisco1.Level3.net. Hope this helps.
