Put the .brn file you downloaded into your Brains folder. Then, in a game which has the Allow Computer Tanks option enabled, go to the Brains menu and click on the brain you want.

Choose Internet (Tracker Search) and then Tracker Setup. Make sure that the Use Tracker box is checked, and that the tracker address reads tracker.winbolo.com and port 50000.

Resyncing is basically lag. To reduce this, don't play on servers hosted on dialup or get a broadband connection yourself.
