WinBolo Skin format for 1.14

i really wanted to add mins mesureing tool but he hasnt replied so here's my skin










i wanna make different color skins

The line going up along your tank status bars (ammo, shields,etc.)?
All you have to do is magnify it in mspaint or somethings and place little white boxes on each other, thats how I did mine, then use trial and error to find out the right length of the bars...
(It's in some of my skins)
