You don't have to shrink it, but then your skin will only be visible for those that use double screen size. If you want single screen size people to use it, then yes, you will have to reduce it by 50% and save it as skin.bmp. How to do that depends on what program you are using. In photoshop you go to the Image menu and select Image Size, then pixals to percent and adjust to 50%. For the resample, I usually set it to Nearest Neighbor, but that may not matter when shrinking. So if you don't use Photoshop, you will have some other process, mention what you use and someone might be able to tell you how.
