how do u get a base w/ no ammo!

If you are playing an open game, you can die (by driving into the deep sea/getting shot etc) and start again with full shells. From there you can shoot a base till its armour is depleted and then run over it to claim it as your own.
If you are playing a tournament or strict tournament game and your tank starts with no shells, your going to have problems. :) At this point you can either conceed defeat or join an alliance with someone who has bases. Its considered polite to do this by asking if any one is need of an ally rather then randomly requesting with people. Also if you mass ally with everyone you may inadverantly cause everyone to be on the one team which may end the game!
If you are joining a tournament/strict tournament game that already has all the bases taken its also polite to ask if you can join in and play too. (You'll need any ally to refuel) Remember if asked to leave, don't take offence, just quit and look for another game. The players in this game may have already decided on teams and aren't looking for any players to join in the middle and get in the way.
oh yeah does anyone know if u can start ur own game with .net scores
I'm not sure on what "ur own game with .net scores" means. If it means "Can I host a game and have the scores go towards WinBolo.net?" then the answer is Yes.
By default if you start a dedicated server the scores will be sent to WinBolo.net (unless you can't contact the server) To disable this add the option -nowinbolonet. If you are starting a game from inside WinBolo, WinBolo.net will be used if you have checked the "Use WinBolo.net" option and have setup your password in the settings window.
