This probably has to do with your router. You need to unlock ports. Go to your router's IP address and unlock ports 27500-27550.

Again, I would recommend using a server that is already up and running by going to cgiirc.winbolo.us. There will surely be somebody to help you there.

Although with my d-link, opening those ports didn't do any good. If anyone has the cheap D-link and figures it out, post the solution here!
