You could always make a sound skin with each noise at half-volume. I'm not entirely sure how you'd do that, but lazy suggestions are all the rage on the Internet right now.

Not a skin, but a soundpack. Remember those from, what, 1.10? Just open up each .wav file and decrease the volume by whatever you want. Of course, that's kinda tedious and I do tend to like ud's suggestion of a volume control.
