I want to start out by pointing out an inaccuracy. The ToU says "You agree not to post or link any offensive and/or illegal material to the forums and/or profile pages." The forum policy does not say no posting of any offensive material, the ToU does. Also, the ToU does not mention the map comment sections.
Now the problem I have is not that the inconsistency between these 2 things. The problem I have is there is nothing in forum policy or ToU (except the part saying the site can revoke your access at any time for any reason) preventing people from doing things like this:

Now, believe me, I like minimal restrictions. People should not be discouraged to say what is on their mind, or whatever, and feel that their post will be edited or deleted on a moderators whim. That said, I do not see any reason why racial hate mongering should not be discouraged. Anyone new to the site seeing something like that is immediately discouraged from sticking around. I believe racial hate speech specifically should be deleteable content and included in the "Inappropriate content" list of the forum policy.
