speed bug

I've been experiancing a speed bug where I just start to travel, like 4 times the speed of another person, then they get mad at me and close the game. It's not my fault, its a bug problem. I know a few other people who have experianced this problem as well. Sometimes I'll see someone just stop dead, wait a while, and then travel REALLY fast in the course of what they were doing, I ask them and they dont even notice it. I'm wondering just how many people have experianced this speed bug and if there is a way to fix it. Is it possibly just a visual bug?
