Not quite a 9 or 10 for me for the following reasons:
1. The 4 starts in the middle would annoy me to no end at the start of a game. But as the game progresses with pills getting moved around, etc. that will be less of a factor.
2. The land between the tarmac circles is that rubble stuff and I think you went a little over-board with it. That would be another thing that would drive me nuts which wouldn't be a far drive, I digress...
On the other hand the overall layout is really cool and I love the art...very cool.

Nice map ! 70's design with all that circles. It looks like Vazarely's paintings ! I agree with DAllen for the 4 center starting points. Good :)

This map is great for open games with big pillwars. Very fun to play on and I like the design too so it gets a 10 from me!
