Why is easy to answer: because no one who can has done it. The source code is available to anyone who would like to get it working, but there are no current Winbolo developers, let alone Linbolo.

Correct, he only takes enough trees to repair the damage at send. If it gets damaged more by the time he gets there then it will not repair fully.
