Well, obviously. The only reason any country goes to war is when they are attacked/potentially will be attacked or when they intend to conquer another country; the former of the two being the reason for our joining WWII, and indirectly also the reason for our capturing Saddam. The US has been after Saddam for a long time anyways. It was just put 'on-hold' because Clinton did nothing to forward the plans.
