I had this problem once, do you have any other video cards in the machine? try uninstalling those if you do have them. If not, try different I/O values. Windows has presets that might be free.

In the FTP.Winbolo.us site, I found "Snowbolo." It looks pretty cool. The one downside--It's 1.13. Underdog, could I use the skin and make it for 1.14, unless you do? It's pretty awesome looking.
