Bases and pillboxes can be stored with an owner value in the map file. It is a number 0-15 for the owner. A value of 255 (0xFF) sets the owner to neutral.

What you want is BoloReich It can be found off ftp://winbolo.dhs.org/ (which is currently down with a DNS problem) It is in the map editors & viewers directory and is called BoloReich.zip

Usually one more sentence is displayed in the error message. This is the detail of what the error is. In future it is helpful if the entire error message is given as it helps diagnosing the problem
